Werner Katto (Kattolinsky) (28.12.1901 Berlin – 19.9.1991 Kiel)

Having studied law, Katto joined the Berlin Criminal Investigation Department in 1928 and became a member of the Nazi Party as early as 1932, joining the SS in 1938 (last rank: SS Assault Unit Leader). He made a career at various criminal investigation departments in the Reich, finally (1943) with the rank of criminal director. In June 1941, Katto was transferred to the Munich Criminal Investigation Department headquarters as deputy head. He also served as the chief of human resources and as a delegate of the Security Service of the SS. Katto was regarded within the Criminal Investigation Department as a particularly committed Nazi activist who urged police officers to join the SS and used deployments to the front as a means of exerting pressure. As head of Criminal Investigation Group I ('Preventing Crime'), he ordered the committal of hundreds of so-called 'asocials' to concentration camps. In January 1944, he was delegated to occupied Norway as Chief of the entire Criminal Investigation Department.

After the war, he was imprisoned until 1948. In the denazification court proceedings, he was sentenced to 21 months in prison as an 'activist,' but was classified as a 'follower' in the appeal proceedings.
